I am guessing what you meant was its not always available if you dont book early enough. I have yet to see a cruise that did not offer ES rate if you book early enough. The rate dissapears 5 months before on 7 day cruises, and 3 months before on shorter cruises.. but is capacity controlled so a particular category can sell out earlier.
