The point is that it seems a lot harder for gift managers, cruise directors and other with officer status to adopt the strict alcohol rules than it does for deck and engine officers.

Maybe I wasn't clear enough, but it is during drills, after months of training (and you have repeated and repeated everything) you discover things like that.
