No you cannot bring one on, sorry. You can however buy a little hand held steamer which is what I just used and it works great!
What some folks do is, while you're taking a shower, place the wrinkled garment in the bathroom with you to get out the wrinkles.
And then there are the few that could care less what they look like
It will be confiscated. Sometimes there is an iron in the laundry room. I have found dry cleaning to be the same price on board as it is at home, so I just wait to dry clean our garments there that I would otherwise do at home.

I'm always on the look out for cruise clothes, stuff that are made of fabrics that don't wrinkle much. I also pack a bottle of wrinkle release and do the shower thing with my clothes that get creased.

One TSA worker going through you lugagge, can undo your neatly packed clothing in a minute, but I have packed a small steamer iiron, and had no issues...I compare this item with a womans flat iron, it heats up exactly the same,and, many shut thenselves of, with non use. Imagine if the cruise lines said not to that item!! I sit my steamer on a damp face cloth after I use it.
You can aloo pack with plastic cleaner bags, or bubble pack, between the layers, or steam the item in the bathroom,w/ the door shut.

I buy wrinkle release and it works well. I find it at the Family Dollar store for about $1.50 a bottle.
