I see the Port of Houston is offering a large amount of cash to the cruiselines for their business. They will need it because the Bayport Terminal is in a hellhole part of the area. Surrounded by refineries and no points of amusement besides Kemah a few miles away. That is why it has been vacant all these years...

I used to live about three miles from the terminal. A water taxi to Kemah would be about four miles. Not much to do for those who come in a day or two early.
