Internet is 50 cents per minute for the public computer use and connections do fail for the usual reasons. They do have a flat rate for cabin use with a laptop but someone else will have to chime in...

I've done both and would take deck 8. No lounge underneath you, just fellow passengers. BUT I would still take 7 aft, instead of a cabin on the sides. I am partial to the extra room on the balcony...
